In other words, the democratic and liberal idea and its system which were established under the occupied and controlled conditions by GHQ have been gradually changed.The tendency above mentioned is also same in the educational policy. Because, as the basic policy of `Democratizing and Non-militarizing' was reformed to the one of` Non-communism', the educational policy has diminished such liberal ideas as Freedom of Education, Right to Education and Educational Autonomy which are involved in the fundamental law of education, the law of school board, the law of school education and so on.
