I argue that the characteristics of Social Education before the World War Ⅱ in Nagoya can be divided into three parts.\n　The First characteristic is that Social Education was formed in the era in which everything was controlled under the political regime of Meiji Imperialism (1880s~1910s). It was constructed for the growth of industrial and military powers as well as for the purpose of supplementing primary school(education). Education mentioned above was\ncalled only as “Popular Education(Tuuzokukyouikju)” then. It’s main programs were the establishment of popular lecture, the foundation of popular library, and organization of young association.\n　The Second characteristic is that Social Education was established in the era controlled under the regime in which nationalism had grown stronger than ever before (1920s). The concept of Social Education emerged in this context, which replaced the idea of Popular Education, and widened the scope of “Business and Supplementary School (Jitugyouhoshuugakkou)” and organized the youth association as cultural one, in order to resolve different social problems (so to speak contradiction) brought about by growing capitalism, and to make a swift response to the increasing demand of young people to receive secondary school (education) .\n　On the other hand, citizen’s university was founded to stand against national secondary and higher education, and it engaged in liberal and cultural Social Education under the influence of Taishou Democracy. It was considered to be the pioneer of modern and voluntary Social Education in Nagoya area.\n　The Third Characteristic is that Social Education came out under the second world war － era when the military-led government put Nationalism and Militarism into people through Social Education (1930s~1945) . During this period, Military education was practiced actively across Nagoya area. “Compulsory Youth School (seinenngakkou)” also started at this time. Different organizations of Social (National) Education insisted on the significance of Patriotism, and each different school curriculums were controlled by the\nmilitary-led government.\n　As a result of these military interventions, Social Education lost the Freedom of Education and eventually became the product of Nationalistic Indoctrination.
